The Conference on the Social Security of Frontier Workers in Europe goes back to a resolution of the European Parliament of 17 January 2001 in which the European Commission is called upon to hold an international conference embracing the Member States and the candidate countries to discuss the situation of the frontier workers and the repercussions of the relevant present and future legislation on this group of persons. On the initiative and with the support of the European Commission the conference was organised by the Federal Ministry of Labour and Social Affairs in close cooperation with the Gesellschaft für Versicherungswissenschaft- und Gestaltung e.V. Köln (German Association for Social Security Research and Policy) and took place Aachen on 22 and 23 November 2001. The conference which comprised high-ranking participants from all countries of Europe took detailed stock of the highly complex legal and social facts which the frontier workers have to face. Although it is true that European law, in particular EEC Regulations No. 1408/71 and No. 1612/68, coordinates the differing legislation of the Member States for the benefit of the frontier workers, it cannot eliminate the existing national differences in the field of social and tax law and does not intend to do so. So this remains a vast area for action where politicians, administrators and scientists must strive to find solutions that are adequate and meet the concerns of the frontier workers affected as far as possible. This book comprises the conference documents in the conference languages German, English and French. The conference organisers and the editor would like to thank all those who contributed to this book: the European Commission for the generous financial support, the speakers for their excellent presentations and last but not least all those who were actively involved in the preparation and organisation of the conference and in the finalisation and translation of the manuscripts.
